This 12-week learning program is designed to enable municipal health teams across various locations to effectively deploy the Seal of Health Governance (SOHG) through benchmarking and the Problem-Driven Iterative Adaptation (PDIA) methodology. Participants will learn through a combination of e-learning modules, SMS guidance, Learning Team (LT) group chats, and team coaching phone calls. Each week will feature iterative cycles aimed at refining and adapting health governance strategies to meet the specific needs of their municipalities.
Learning Videos:
Participants will engage with weekly video lessons and case studies that introduce core concepts and practical examples of how SOHG has been successfully deployed. Modules will include recorded lecture videos, readings, and practical exercises.
SMS/Chat Guidance:
Every Tuesday and Thursday, participants will receive SMS messages with reminders, tips, and questions that help guide their progress through the weekly iteration. These SMS messages will ensure continuous engagement and reinforce key learning points.
Learning Team (LT) Group Chats:
Participants will be grouped into Learning Teams (LTs) where they will discuss weekly iterations via group chats (on platforms like Messenger or WhatsApp). These group chats will be the primary space for real-time collaboration, reflection, and brainstorming.
Team Coaching Calls:
LTs will have scheduled team coaching phone calls with assigned coaches to discuss challenges, receive feedback, and ensure that each team is on track. These coaching sessions will help refine ideas and ensure alignment with the SOHG framework and PDIA methodology.

Description: The SOHG fosters a sense of accountability and community engagement by creating a competition among barangays. Barangays that achieve health targets receive Gold, Silver, or Bronze Seals based on their performance, which motivates continuous improvement.
3 - Community Health Data Collection and Monitoring
Description: SOHG utilizes regular data collection to monitor health outcomes. BHWs, midwives, and barangay leaders collect and report data on key indicators, such as maternal deaths, vaccination rates, and malnutrition. This data is used to update health scorecards and drive decision-making.
4 - Leadership Development for Barangay Leaders
Description: SOHG places a strong emphasis on developing the leadership capacity of barangay captains and health workers through training programs focused on health governance, management, and community mobilization. This distributed leadership empowers local leaders to take charge of health outcomes.
5 - Community-Driven Solutions
Description: SOHG encourages barangays to come up with innovative, community-led health solutions. From local vegetable gardens to barangay-led feeding programs, these grassroots initiatives address specific health challenges and enhance community ownership of health outcomes.
6 - Barangay Health Boards
Description: Each barangay forms a Barangay Health Board, which functions as a localized decision-making body. These boards meet regularly to assess health needs, set targets, and monitor progress. They also provide a platform for barangay leaders and community members to participate in health governance.
7 - Incentives and Awards System
Description: Barangays are incentivized through an awards system that provides financial rewards and recognition for meeting or exceeding health targets. Special awards are given for innovative health solutions, further encouraging participation and creative problem-solving at the local level.
