This 12-week learning program is designed to enable municipal teams across various locations to effectively deploy the education governance innovations through benchmarking and the Problem-Driven Iterative Adaptation (PDIA) methodology. Participants will learn through a combination of e-learning modules, SMS guidance, Learning Team (LT) group chats, and team coaching phone calls. Each week will feature iterative cycles aimed at refining and adapting health governance strategies to meet the specific needs of their municipalities.
Learning Videos:
Participants will engage with weekly video lessons and case studies that introduce core concepts and practical examples of how edugov has been successfully deployed. Modules will include recorded lecture videos, readings, and practical exercises.
SMS/Chat Guidance:
Every Tuesday and Thursday, participants will receive SMS messages with reminders, tips, and questions that help guide their progress through the weekly iteration. These SMS messages will ensure continuous engagement and reinforce key learning points.
Learning Team (LT) Group Chats:
Participants will be grouped into Learning Teams (LTs) where they will discuss weekly iterations via group chats (on platforms like Messenger or WhatsApp). These group chats will be the primary space for real-time collaboration, reflection, and brainstorming.
Team Coaching Calls:
LTs will have scheduled team coaching phone calls with assigned coaches to discuss challenges, receive feedback, and ensure that each team is on track. These coaching sessions will help refine ideas and ensure alignment with the edugov framework and PDIA methodology.
Strengthening School Outcomes through Local Leadership
Welcome to the Education Governance Benchmarking Program! This initiative is designed to empower local government leaders—mayors, barangay captains, and council members—to actively contribute to the success of schools in their municipalities and barangays. By benchmarking against best practices in education governance, local leaders can take an active role in improving education outcomes, ensuring that every child in their community has access to quality education.
The Education Governance Benchmarking Program provides a platform for municipalities and barangays across the Philippines to compare and assess their education governance practices. It emphasizes the critical role that local government units (LGUs) play in shaping the future of education. By leveraging leadership at the municipal and barangay levels, this program seeks to address gaps in educational performance and elevate the quality of education in public schools.
Key Features of the Program:
Benchmarking with Best Practices: Local government leaders will learn from successful models in education governance to improve their local school systems.
Collaborative Leadership: The program fosters a partnership between mayors, barangay leaders, and school officials to create impactful education reforms.
Focus on Community Engagement: Active involvement of community members and parents in the education process to build a culture of accountability and support for students.
Mayors have a significant influence on education in their municipalities. Through their leadership, they can:
Advocate for Educational Funding: Ensure that municipal budgets allocate sufficient resources for school improvements, teacher training, and student welfare programs.
Establish Education Councils: Form local education councils composed of barangay leaders, parents, and school administrators to oversee and guide education initiatives.
Champion School-Based Programs: Mayors can spearhead initiatives like feeding programs, scholarships, and infrastructure projects that directly impact student success.
Monitor Educational Progress: By using data from the Education Governance Benchmarking process, mayors can track progress and ensure accountability for the achievement of education goals.
Barangay leaders are on the frontlines of the education system. They interact daily with students, parents, and schools, giving them a unique perspective on the needs of their community. Barangay captains and council members can:
Support School Infrastructure: Mobilize resources to improve school facilities, ensuring safe, conducive learning environments.
Promote Parental Involvement: Encourage parents to participate in school activities, making education a community priority.
Monitor School Attendance: Barangay officials can help reduce absenteeism by addressing barriers that prevent children from attending school, such as transportation and health issues.
Foster Safe Learning Spaces: Implement programs that promote safe, inclusive, and supportive environments for students in and outside the classroom.
Through the benchmarking process, municipalities and barangays will:
Evaluate Current Practices: Assess existing education governance strategies, identifying areas of strength and improvement.
Set Measurable Education Goals: Collaborate with local stakeholders to set clear, measurable targets for improving education outcomes in their areas.
Implement Targeted Interventions: Develop and roll out programs tailored to address specific challenges, such as teacher quality, student attendance, or school infrastructure.
Monitor and Adapt: Continuously track the progress of implemented interventions, adapting strategies as needed to achieve desired results.
By joining the Education Governance Benchmarking Program, your municipality or barangay will:
Improve Education Outcomes: Strengthen local schools by addressing key issues such as student performance, teacher development, and infrastructure needs.
Empower Local Leaders: Equip mayors and barangay officials with the tools, knowledge, and resources to be proactive champions of education reform.
Build Accountability: Establish a culture of responsibility and transparency in education governance through regular monitoring and community involvement.
Create Sustainable Change: Ensure that improvements in education governance are sustained beyond political terms, creating lasting impacts on future generations.
